Consultation on updated Integration Scheme

Glasgow City Council and NHS Greater Glasgow and Clyde (NHSGGC) are in the process of updating the current Integration Scheme for Health and Social Care services in Glasgow City.

The current Integration Scheme was agreed by the Scottish Parliament in June 2015. The Scheme is a legal agreement between the Council and the Health Board in Glasgow City, that outlines the services provided by Glasgow City Health & Social Care Partnership (HSCP) and describes how they are planned, delivered and monitored locally.

The Integration Scheme requires to be reviewed at least every five years, although this review was delayed significantly by the COVID-19 pandemic. Having reviewed the content of the current Scheme, we are now consulting upon our proposed updated version. The changes the Council and Health Board intend to make are relatively minor and of a technical nature and therefore do not substantively change the range of integrated services or the way that they are planned or delivered. The changes made to the Scheme include updates to:

•  increase the term of the Chair and Vice Chair of the Integration Joint Board from one year to two years, in line with the other HSCPs in the Greater Glasgow and Clyde (GG&C) area
•  Sections that referred to actions that have been completed since they were committed to in the original Scheme
•  outdated terminology, such as the name of specific groups or structures
•  adopt a common structure and text, where possible, with Integration Schemes for the other five HSCPs in the GG&C area
•  the finance clause to clarify information and ensure greater consistency in approach across the GG&C area
•  reflect changes in legislation since the original Scheme, including the Carers Act and General Data Protection Regulation (GDPR)
•  arrangements for services that are hosted by one HSCP on behalf of one or more of the six HSCPs in the GC&C area

Although the proposed changes to the Integration Scheme on this occasion are limited, we are required and are committed to consulting with our key stakeholders on any proposed updates to the Integration Scheme and we therefore welcome any comments you might have on the draft Scheme.

It is important to acknowledge in considering any comments this is a technical document and the structure and content must adhere to requirements laid out within the Act therefore we may be limited in our ability to act on comments or suggestions that are made. All comments and suggestions will be reviewed to understand whether it is feasible to incorporate them into the final version of the Scheme.

This consultation is now closed, we invited comments from you and / or your organisation. The consultation ran from 1 November 2023 until 31 January 2024.

We would like to take this opportunity to thank you for contributing to this consultation process.
