Accessibility statement for Glasgow City Health and Social Care Partnership Website – glasgowcity.hscp.scot
This website is run by Glasgow City HSCP. We want as many people as possible to be able to use this website. This means you should be able to:
- change colours, contrast levels and font size
- zoom in up to 400% without the text spilling off the screen
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

- Some pages may contain broken or updated links. This fails WCAG success criterion 2.4.4 (Link Purpose (In context)) and can affect all users, especially those relying on screen readers, keyboard navigation or speech input. We plan to fix this issue within 4 weeks of broken links being identified.
- Some links are not descriptive enough due to vague or unclear labels. This fails WCAG success criterion 2.4.4 (Link Purpose (In context)) and can affect all users, especially those relying on screen readers. We plan to fix this by the end of 2025 and will review all pages and modify our writing style.
- Download links do not have visible text that matches their programmatic accessibility name (for example, for speech to input users). This fails WCAG success criterion 2.5.3 (Label in Name) and can affect speech-input users. We plan to fix this issue by the end of 2025.

A number of PDF files published on this website are not fully accessible, which can make them difficult to navigate using assistive technologies.
Common issues include:
- missing alt-text on images, which fails success criterion 1.1.1 (Non-text content)
- lack of a proper heading structure, which fails success criterion 2.4.6 (Headings and Labels)
- broken links which disrupt the navigation, failing success criterion 2.4.4 (Link Purpose)
- no tab order specified, this fails success criteria 1.3.2 (Meaningful Sequence), 2.1.1 (Keyboard) and 2.4.3 (Focus Order)
We are working to fix as many older PDFs as possible. Where documents are not essential and contain broken links, we plan to either remove the links or withdraw the document entirely.
We aim to address the majority of these issues on new and existing PDFs on an ongoing basis.

IJB and Committee meeting papers
IJB and Committee papers before September 2020 are not fully accessible to assistive technologies.
If you would like a copy of a meeting paper, please email gchscp_communications@glasgow.gov.uk and tell us the date of meeting, the paper and the format you need.
Link maintenance in PDFs
Links within PDFs were correct at the time of publication. As these documents are considered proofed print files rather than live web content, links are not monitored or updated over time and may become outdated.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services. We will make essential PDFs published before 23 September 2018 accessible as per the regulations.
Live video
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
What we are doing to improve accessibility
We are continually monitoring accessibility on this website and addressing non-compliance issues (where possible).
We have created accessible documents guidance for staff to ensure that all new content added to the website meets accessibility criteria.
We will do our best to ensure that any documents uploaded to the website are accessible.

This statement was originally prepared on 19 August 2020. It was reviewed on 30 July 2025 and last updated on 31 July 2025.
This website was last tested in July 2025. We used a combination of methods to assess the accessibility of glasgowcity.hscp.scot, including:
- automated testing using Sårosi by CIVIC
- manual sampling of key pages and user journeys
An external accessibility audit was carried out by CIVIC.
