Glasgow City HSCP achieves GOLD Level 2 in Digital Telecare transformation
Glasgow City Health and Social Care Partnership (HSCP) has reached a major milestone in its digital transformation journey, achieving the prestigious GOLD Level 2 Implementation Award for its telecare service.
The recognition marks significant progress in transitioning from analogue to digital systems — a vital step ahead of the UK-wide digital switchover.
Our Telecare Service currently supports over 8,800 people across the city, including tenants supported by six Registered Social Landlords. The service plays a crucial role in helping people live independently and safely at home, offering critical assistance and emergency response at all hours.
The GOLD Level 2 award follows the successful migration of the service onto the Enovation UMO digital alarm receiving centre (ARC) platform, with digital telecare now reaching 50% of service users.
This achievement has been made possible through strong partnerships. Working closely with CGI, the HSCP’s IT service provider, the digital telecare solution was designed and implemented with security and reliability at its core. Ongoing collaboration with the Digital Office for Scottish Local Government has also provided crucial support and assurance throughout the transition.

What’s next
We are now working towards full digital transition by April 2026. This next phase will focus on accelerating the device replacement programme and rolling out digital dispersed alarms to the remaining service users.
These efforts will support the Partnership’s ambition to reach the Platinum Implementation Award, while continuing to strengthen the resilience and responsiveness of telecare services for Glasgow’s citizens.
