Item No 07 - Implementation of a Safer Drug Consumption Facility

The purpose of the report is to update the IJB on the proposed implementation of a Safer Drug Consumption Facility in Glasgow City, following communication from the Lord Advocate which provides reassurance that a statement of prosecution policy will be provided. The paper outlines consultation and engagement plans with community members and local businesses. The report further seeks approval to progress recruitment to the staffing model within the financial framework when budget is made available by Scottish Government.

Item No 15 - CIPFA Audit Committee Guidance

To present to the Glasgow City Integration Joint Board details of the main elements of the Chartered Institute of Public Finance and Accountancy (CIPFA) Guidance in relation to Audit Committees. The report also includes a self-assessment of compliance with the guidance and recommendations to improve compliance. This has previously been to the IJB Finance Audit and Scrutiny Committee (FASC) in June 2023. The IJB are being asked to approve the recommendations for compliance.

Item No 19 - National Care Home Contract Settlement 2023-24 Update

The purpose of this report is to update the IJB on the increase to the National Care Home Contract (NCHC) fee rates for 2023/24 and the proposed increases on our other commissioned services; and to note the approval by the Chief Officer and Chief Officer Finance and Resources, under delegated authority, on the ground of urgency, to apply the NCHC uplift to commissioned services attached in Appendix 1.
