Glasgow City Integration Joint Board
The Public Bodies (Joint Working) (Scotland) Act 2014 (the ‘Act’) required Local Authorities and Health Boards to jointly prepare an Integration Scheme, which sets out how Health and Social Care Integration is to be planned, delivered and monitored within their local area. Within Glasgow City, Glasgow City Council and NHS Greater Glasgow and Clyde have adopted the ‘body corporate’ model of Health and Social Care Integration.
A separate legal body called the ‘Glasgow City Integration Joint Board’ is the main decision making body. It leads on and has devolved responsibility for the planning and monitoring of community health and social care services. This includes all services for children, adults and older people, along with homelessness and criminal justice services. The Integration Joint Board's Strategic Plan 2016-19 sets out the vision and outcomes it wishes to achieve for community health and social care services within Glasgow City:
“We believe that the City’s people can flourish, with access to health and social care support when they need it. This will be done by transforming health and social care services for better lives. We believe that stronger communities make healthier lives.”
The key priorities include:
- early intervention, prevention and harm reduction
- providing greater self-determination and choice
- shifting the balance of care
- enabling independent living for longer and
- public protection.
The Integration Joint Board directs the Council and Health Board to deliver community health and social care services in line with its Strategic Plan, and this is being done under the banner of the ‘Glasgow City Health and Social Care Partnership.’ The Integration Joint Board also has responsibility for some services that are delivered across the entire NHS Greater Glasgow and Clyde Health Board area (for example, sexual health services).
As stated by the Act and its associated regulations, the Integration Joint Board is made up of voting and non-voting members:
- voting members: eight Elected Members from Glasgow City Council and eight Non-Executive Directors of NHS Greater Glasgow and Clyde NHS Board and
- non-voting members: professional advisors like the Chief Officer, Chief Finance and Resources Officer, Chief Social Work Officer and Clinical Leads (non-voting members) and also stakeholder members representing patients, service users, carers, the third and independent sectors and staff.
The Glasgow City Integration Joint Board was established by Order of the Scottish Ministers upon approval of Glasgow City's Integration Scheme. The Integration Scheme was approved by the Cabinet Secretary for Health, Wellbeing and Sport and was laid before the Scottish Parliament on 8 January 2016. It came into force on 6 February 2016, and the Glasgow City Integration Joint Board held its first meeting on 8 February. Ahead of its formal establishment, a Shadow Integration Joint Board was constituted in June 2015 to oversee the development of integrated arrangements within Glasgow City. The Glasgow City Integration Joint Board also has three committees:
- IJB Finance and Audit Committee
- IJB Performance Scrutiny Committee and
- IJB Public Engagement Committee.
